Subject: Representation seeking direction for allotment of Shop Room No. 02 and No. 03 at Aul Block RMC Market Complex and action against administrative inaction

Respected Sir,

I, Sri Jagannath Mohanty, Managing Director, Aul Agro Producer Company Limited At/PO-Aul District - Kendrapada, Odisha __, resident of At–Endol, P.O.–Aul, District–Kendrapara, Odisha, most respectfully submit as follows:

1. That I have applied for allotment of two shop room at Aul Block RMC Market Complex under RMC Kendrapara on 05.02.2022 for our FPO Aul Agro Producer Company Limited carrying on business one room for agricultural inputs in agricultural machinery, seeds, fertilizers, and pesticides and another for sale and purchase of outputs of our member farmers and other farmers as we are promoting non paddy crops for farmers . 

2. That the then Secretary of RMC Kendrapara, Sri Ajay Kumar Rout, in the presence of subordinate officer Sri Amar Babu, had given sanction on our application regarding allotment of the said shop rooms.

3. That relying upon such order , I have deposited a sum of ₹20,000/- (Rupees Twenty Thousand only) through online mode on 13.08.2023 towards the said allotment.

4. That despite compliance and repeated visits to the office of RMC Kendrapara, no allotment has been made or handed over the rooms till date, without assigning any reason.

5. That such inaction is arbitrary, unjust, and violative of Article 14 of the Constitution of India (Right to Equality) and principles of natural justice, and also amounts to deficiency in public service.

6. That we have legitimate expectation of allotment after acceptance of consideration amount by the authority.

7. That the cause of action is continuing, and our company is suffering financial loss and hardship due to non-allotment.

PRAYER

In view of the above facts and circumstances, it is most humbly prayed that your good office may be pleased to:

a) Direct the Secretary, RMC Kendrapara to allot Shop Room No.02 and No.03 at Aul Block RMC Market Complex in favour of the applicant forthwith;

b) Initiate appropriate administrative inquiry/action against the concerned officials for negligence and delay;

c)Pass any other order(s) deemed fit and proper in the interest of justice.

And for this act of kindness, I will be grateful to you.
